Reading up a bit on the V2 VCDS systems, it looks like even the 3 VIN ones can read and clear error codes without using a VIN slot, but for any adaption or code changes it would use a VIN allocation.
This makes it tricky for those with a 3 or even 10 VIN license to do coding for other people. Might be worth while saying which VCDS license you have for the register.
Given the price of the unlimited VIN version - currently R6K - if anyone needs something coded with a newer cable, it should not be unreasonable to expect to be charged a fee.
