I dont know a place that can do it, but I do know the bush mechanic way of doing it. Get a 500ml coke bottle, the plastic one, and fill it up with sea sand or water (some say sand others water) then wedge it inbetween your wheel and arch and get someone to slow ease the car forward while you hold the coke bottle as it rolls. This works, you just have to be gentle as to not chip the paint as the arch rolls.

I asked TWT Cresta if they roll arches and they do not, the guy there suggested I get an angle grinder and cut off the offending bits :O
Minty's do roll arches, its around R150 per arch.
Your best bet is a panel beater, they can roll the arches and then paint rust inhibitor on the bits they rolled

Many overseas mags, including 'Revs' and 'The Golf', suggest cutting off the lips of wheel arches with a jigsaw. Thanks Guys , I have found a Panel beater to do it , they a really excelent croud , so if you stay in Cape Town and need stuff done to you car I suggest CK Coachworks in Retreat , Southern Subs Cape Town. Speak to a guy called Doris or Mark
