Ian Glass manufactures shortened shocks.
Goldwagen de la Rey might still be selling the Gabriel Gas rider shortened shocks.

Perhaps try shortened shocks first like @marzbars suggests? I have a set of modified Koni coilovers on my MkI Golf and the ride isn't great but I got them for a stupid price and don't drive the car often.

The ride with budget coilovers will be hard depending on how low you go.Would definitely go with a proper shock and spring combo over a budget coilover if you fine with a set height
