POLO vivo 2012 1.4 overheating

Hi guys hope you can help.

I have issues with my polo vivo 2012, it is over heating after driving it for about 10km fan not starting.

we have changed the thermostat with its unit and replace the coolant and bleed the system and did not help.
The radiator fan starts when you running the air conditioner but not when the temp goes up.
