VW polo 1.6 CLS crank gear not fixed to crank

Good day everyone.

First time here so sorry for any noob errors.

First things..So I decided to pull my motor after hearing a tapping sound and after replacing hydraulic lifters.

Cause of tapping sound looks to be a seized piston and rings.

Replaced following
Pistons, rings, valve guides, valve stem seals gaskets bearings, rebored motor to 20 thou, standard bearings. Polished crank, rear main seal etc.

Motor is back in, previously did the timing on the cams using a vernier and a self made tool so I used the same method. The car starts but then doesn't idle and misses.

When checking the timing, it's it's out by approximately a tooth looking at the marks on the opposite end of the cam.
Redo the timing and same thing happens again. Did it 4 times.

I noticed my gear on the crank isn't fixed to the crank and only locks once the belt pulley gets tighten. Is this normal or could this be the cause of the timing going out?

Other issue is that my rear main seal gear might not be perfectly aligned as I used the old gear and new seal and could be the cause of the pre ignition?

Please help.

Sorry don't exactly know what a polo cls is. Could you maybe give an engine code or at least a year or a build code ie. 9n or anything more to identify the engine you are talking about.
