Hi,
Fuel is blown up through the carburettor when the revs are high enough for the 2nd stage of the carb to open. Before the second stage opens all is fine then as the 2nd stage opens the revs go up then a fuel mist is blown up and out of the carb, the revs then drop and pick up again, over and over. Before I took the air filter off to look, it sounded like fuel starvation but smelt like flooding. I suspected the carb and replaced it.

... and the problem still exists, both with the old and the new carb?

You have a leaking intake valve/valves
