Mk6 GTI Puff Of Smoke

My 2011 Mk6 GTI tends to give off a puff of blueish smoke, when I get on the gas after the I have decelerated towards a stop. It only puffs when decelerating & getting on the gas or idling for a while.
If I floor the car there's no smoke.

I had the turbo reconditioned in November 2018. The car only started doing this after the recon.
When I had the car on the dyno for a power run, the tuner said its valve stem seals, but I'm leaning towards the turbo, since that was the last thing that was worked on, on the car.

Any insight on this?

Any other symptoms namely, oil usage and btw current mileage?

Yes, there is oil usage.
Mileage is 165K

Valve stem seals or turbo. Why did you do a recon. Preventative or because there was an issue.
Problem is between those two the symptoms looks exactly the same. So you have to change on in order to make sure it ain't the other. turbo is easier to change than valve stem seals.

The wastegate had the dreaded rattle, so decided to recon the whole turbo 1 time as a prevention since it was off.
Went to the people who done the recon this morning & they said I can book the turbo in again for them to check it out since it's still under warranty.
