You don't say for which car but I'm going to assume self done aftermarket. You can get from turbodirect or mr turbo.
Placement you want as close to the throttle body as is practical.
Diverter valve is for use and basically a must for systems that use airflow meter as a main measurement.
If aftermarket management that does not measure air weight and fuel for that you can dump externally.

Hi Panic, just a question, why not dump the hot air before it enters the intercooler, rather than the cooler air after the intercooler? i've wondered about this so many times that i've actually completely removed my dumpvalve.... braaaaptsutsutsutsu...

You can literally place it anywhere you want. In real life terms it makes very small differences. Definitely no lose sleep about it or having to remove it completely worry about it. Rather have it sit anywhere than not have one.
