I think you may be confusing your terms though, as an IS20 turbo will not fit on a IS38 turbo...

If you are asking if they are direct fit replacement, then the answer is yes.

Hey Man. Yes, they have interchangeable actuators. You will need to get someone with a VAS tool to set the actuator preload correctly though.
