Puff of smoke on start and idling high, problems please help

1987/1988 citi golf 1.8 carb automatic, When i start in the morning the car puffs a ploom of white smoke and i smell petrol..Not sure if this is a Carburetor problem as the idle is also a bit high. My choke also doesn't work, when I pull it then the car dies. I was quoted on replacing my carburetor but is this necessary? or does it just need a service...don't want to spend unnecessary money, help would be much appreciated. Thanks

really hard to say without seeing it but it sounds like it is set way too rich or flooding from a too high float level.
Light smoke could be valve stem seals but you need to test that by seeing if it smokes after running against compression and then hoofing it. if it puffs and then stops can be valve stem seals.
Hard to say if the carb needs to b changed but that is only needed if the shafts are worn.
