I have seen where the marks line up but the timing is still off.. make doubble sure that the motor is at TDC by taking the nr 1 spark plugg out and using something like a long screw driver or a welding rod and make 100% sure that the nr 1 piston is actually at TDC.

As for CR and Compression ... Like Panic said there is no direct corralation between the two.
