These generally don't die so easily, unless I have had the ones with simple fixes. Never really had to look too deep.

The fuse on the battery is not the only one that supplies power to the pump.

The battery fuse supplies main power to the pump, but it needs sort of a turn on voltage to get the pump started. Like a pin 86 on a relay.

Iv seen a car where a burnt MAF caused the ps not to work.

Fuse 7 interior fuse box, 5amp also controls power steering. Have a look at this fuse also.
That fuse supplies power to the MAF, EGR, PS and Oil level sensor.

If fuse ok, try unplug the above items 1 at a time with the ignition off, then check if it works again.

Another issue is with the steering angle sensor wiring. Seen alot of these damaged, but they generally throw a fault code for the steering angle sensor.

Also had an issue once where the oil level sensor wiring got wrapped around the driveshaft and made everything malfunction.

I had the steering angle sensor wire with mine. One rapid launch dropping the clutch to second and I heard a clank from the exhaust hitting the sub frame... Steering light came on a few moments later. The hot exhaust in that millisecond just touched the sensor wire and melted off the insulation exposing two of the copper wires. This caused a short to ground and all kinds of intermittend steering issues.

It would never stop but went heavy at times. New Wire in and sorted.

I double checked all wiring and Connections while the Sub Frame and Control arms were out.
Cant find any visual Damage on Wires, Plugs ae cleen and Connected perfectly.

Still no Power Steering.
Put on Computer again and still no Error codes for Steering issue.

Think it needs a litre of petrol and a match. LOL.

just a quick update on the Polo.
once again didnt find any faults on the Power steering yet it is still not working.
I have found that the Temperature Gauge on the Cluster doesnt move much past 0.
and when it does start climbing the oil light starts screaming and blinking.
I am assuming that the Temerature switch on the Flange might be faulty.
As heat Gauge is not working correctly which in turn tells the computer that car is cold and then in turn causes the engine to get very hot with no fan running. which could also lead to the hard starts that i am experiencing?
To be honest i cant remember the last time i actually heard the fan running.

could it be that this is linked?

could this also effect the Power Steering?
