VW fuel problems

Hallo

I am driving a 1998 Volkswagen microbus 2.6. The bus don't want to start and i check out the fuel system. I notice the following: when i take out the inlet fuel pipe (close to the enjin) the fuel does come out when i switch the bus on and it also start

If i put the fuel pipe back in then the bus cannot start. what could the problem be?

maybe the bus has a fuel allergy?
